New Style: Blue Panel

Added a simple new style, Blue Panel. I don’t really like it but it might appeal to some. I’ve been really wanting to do a gothic styled site (think San Andreas, White with Black designs), when I get some time I might sit down and try and pull one off as an alt. style. I imagine it would be rather graphic heavy.
